Job Summary: The Programmer/Analyst performs a variety of applications, systems analysis, database, and programming services developed or packaged. Defines technical designs and functional specification for business systems applications.Duties and ResponsibilitiesThis class specification lists the major duties and requirements of the job and is not all-inclusive. This position may be expected to perform job-related duties other than those contained in this document and may be required to have specific job-related knowledge and skills" Writes and maintains complex batch and online programs and systems. Defines project milestones and develops program logic. Develops test data and methodology and applies technical procedures to prove logic and applications of programming instructions." Develops operational and user application instructions. Reviews final program tests and assists with the implementation of new or changed applications." Develop tests to troubleshoot problems, plan solutions, and assist with the coding, testing, and implementation of programs." Maintains all required source code." Provides technical development, systems analysis and programming expertise for systems applications, maintains existing systems, identifies user needs and constraints, and analyzes options and alternatives for applications." Utilizes various application system tools to determine requirements and design formal solutions in response to user department requirements and needs." May assist in the preparation of project plans and resource projections for all activities performed within the framework of a given project. This includes defining project scope as well as preparing work plans and other documentation for the project as needed." Prepares technical and user documentation." Recommends modifications to development plans and requirements needs as deemed appropriate." May conduct training on new systems or changes to existing systems for both users." Perform other miscellaneous duties as assigned. Continued technology course work desirable." Eight (8) years of experience working in a programming capacity. " Knowledge of client server software, methodologies and programming languages, enabling systems analysis, programming, testing, security, implementation, and on-going applications support." Ability to analyze and define complex program structures.Specific Software SkillsIn order of importance" DotNetNuke, Microsoft VB/.NET (required, primary skills, Tier 1 skills)" Web applications and web services (primary, Tier 2)" Crystal Reports, and SQL query.and Cold Fusion (Secondary skills)" Experience with Active Directory server maintenance desiredLanguage Skills " Ability to effectively communicate with co-workers." Ability to explain and discuss complex analysis and programming issues in a manner that can be understood by non-technical persons.Reasoning Ability" Interpret a variety of instructions furnished in written, oral, diagram or schedule forms." Troubleshoot problems and arrive at reasonable conclusions as to the problem at hand." Working independently, decision-making abilities, and effective capacity for giving and receiving instruction and training characterize work in this position." Requires considerable analysis of complex facts as well as the ability to assimilate and develop applications for specific needs.
